Why Did Israel Refrain from Retaliating against Iraq in 1991?

PERSPECTIVES | It was this week 28 years ago when Operation Desert Storm began, aimed at pushing Iraq out of Kuwait. The Iraqi retaliation included firing Scud missiles at Israel. Baghdad hoped Israel would react, and that would lead to the breakup of the international coalition fighting against Iraq which included Arab states like Syria and Saudi Arabia. 
 
This happened 10 years after Israel did strike in Iraq, destroying its nuclear reactor. After the Scud hit Israel, it was very close to attacking Iraq again.
Israel says it always acts against any attempted strike against it, but refrained from doing so when Iraqi Scud missiles hit back in 1991. Why did Israel stop from acting back then, and what could that mean when it comes to a future strike on Iran? i24NEWS Defense Correspondent Jonathan Regev tries to answer.
