Pulisic has signed for Chelsea but will be loaned back to Dortmund until the end of the season.
He will then join up with his new Blues team-mates and Dortmund sporting director Michael Zorc seems very happy with the sale.
"It was always Christian's dream to play in the Premier League,” Zorc said in the statement.
“That certainly has to do with his American background, and as a result we were unable to extend his contract.
"Against this background, we have decided to accept an extremely lucrative bid by Chelsea, given the low contract maturity."
Footballers are valued not only on their talent but the remaining years left on their contract.
Because the Bosman rule effectively hands the power over to the player in the final months of his contract, clubs are more likely to sell than let the contract expire.
Pulisic’s deal at Dortmund expired in the summer of 2020, meaning Chelsea could have agreed a pre-contract deal for a free transfer this time next year.
But the Blues have moved early to snap up the US international before a rival suitor moves in.
Pulisic will continue at Dortmund to fight for the Bundesliga title before his move to Chelsea in July.
And Zorc expects the 20-year-old to maintain his commitment to the side.
"Christian Pulisic is a perfect player,” Zorc added.
“I am sure that in the coming months he will do everything in his power to bring his high quality to the team and to achieve his sporting goals with his team-mates at Borussia Dortmund."
